What
The Centre is a corporation and think tank founded to help humanity, based in Blue Cove, Delaware. They did a lot of good in the past (helped with the Korean Peace Accords, looked for cures for cancer, risk assessment, Magic Eye puzzles, and even designed a Popemobile). Somewhere along the way, they became corrupt, accepting various different governments' contracts for biological weapons, attack scenarios, disaster concepts, and arms technology without any scruples about how that information will be used.
To the outside world, they are a vast and powerful conglomerate with various types of holdings on all continents, with connections to the Secretary of Defense, senators, cabinet members, the military of several nations, and public figures.
On the inside, they're Big Brother, hyper-monitoring their employees, controlling public figures through blackmail if they have to, and employing Sweeper teams (bodyguards and black ops teams) and Cleaners (assassins) to get their work done. Nobody leaves the Centre if the Centre doesn't want them to, and the Centre doesn't stop at murdering its own employees in order to keep its secrets and assets safe.
Goals
One of their main sources of revenue in the last twenty years is the Pretender program. They'd love to have an army of Pretenders to sim situations full-time. They are also interested in cloning, mind-control, making super soldiers and super spies, and artificially augmenting human intelligence and abilities.
At Risk If You Are
Any student with extraordinary abilities would be at risk from either capture by the Centre, or DNA sampling and testing. The Centre is rich and powerful enough to get away with felonies; without overwhelming evidence, direct confrontation would only result in death or disappearance of those trying to go public.
Currently
Parker and Jarod decided to take down the Centre back in February 2006. Parker's investigations from October 2006 to March 2007 resulted in identifying the assassin who murdered Catherine Parker; an operative code-named 'Rumor', aka Brigitte. Parker attempted to murder Rumor, was prevented by Eric Weiss, and then confessed all to Jarod, who concocted a plan to gain incriminating evidence on Brigitte with the help of Jack Harkness. Brigitte was seduced, tricked into confessing, recorded, and thus neutralized as an operative, after which she went on the run from the Centre and the authorities.
There is a mole inside the Centre (Angelo) but Parker, Jarod and others are a long way from being able to bring it down. Efforts are ongoing.
