Background
Teddy is a charcter from the Marvel 616 universe, the current mainstream version of Marvel. (Separate from, but sharing many of the same characterisitcs of the Movieverse and Ultimateverse) He is a member of the team Young Avengers, who are based off of the original formation of the Avengers.
Origins
Teddy was raised by a single mother, having been told that his father died of cancer before he was born. He was also under the impression that his abilities were due to him being a mutant.
After 16 years of believing these things to be true, The Super-Skrull appears to 'rescue' him from Earth. During the ensuing fight Teddy's mother is killed by The Super-Skrull and he is told who his real parents are. He learns that he is the son of the Skrull Princess Annelle and the Kree hero Captain Mar-Vell.
Long story short (too late), Teddy is the heir to the Skrull Empire.
