Background
Rikku is an Al Bhed from Spira.
History of Spira
The major religion on Spira is known as Yevon, after its founder, Yu Yevon. Yevon's teachings say that Sin - the monster-demon who plagues Spira - is divine punishment against Spira's inhabitants for their sins. Summoners may go on holy pilgrimages to Zanarkand to receive something called the Final Aeon, which will banish Sin for ten years but also kill the Summoner him- or herself. Sin cannot be destroyed permanently until all on Spira atone for their misdoings - or so Yevon says.
Spira was once highly evolved, technologically, but Yevon's teachings outlawed most machina (machinery). The old ways have been forgotten, the cities are now ruins, and the ancient machina no longer work.
Not all people on Spira decided to follow Yevon. The Al Bhed exiled themselves to a desert island and defied the teachings by using machinery. They also excavate for ancient machina which they can repair, or at least learn from.
All Al Bhed have green eyes with spiral pupils.
Pilgrimage
The plot of Final Fantasy X follows a Summoner named Yuna, who is journeying for the Final Aeon. Yuna is half-Al Bhed, although many of her close friends are not aware of this fact, and Rikku's first cousin.
Rikku tries to stop Yuna's pilgrimage, as she does not wish to see her cousin die, but is persuaded instead to accompany Yuna as one of her trusted Guardians. Yuna, Rikku, and Yuna's five other Guardians finish the pilgrimage, uncover some ugly truths about Yevon, and destroy Sin once and for all.
Personality
Rikku is hyperactive and talkative. She's usually in a cheery mood and can find the bright side of a bad situation. She likes tinkering with machinery and is fairly independent, if naive.
Relationships
Cid - Rikku's father, Cid, leader of the Al Bhed tribe. He is fluent in both Al Bhed and English, and arranged for the Al Bhed to create a new home on Bikanel when their previous island was destroyed by Sin.
Brother - Rikku's older brother.
Yuna - Rikku's cousin and closest friend.
Lulu - Another one of Yuna's former Guardians. Rikku looks up to Lulu, and Lulu taught Rikku black magic.
Wakka - Another former Guardian, now romantically involved with Lulu. A devout Yevonite, he reacted strongly to learning that Rikku was an Al Bhed. Later the two became friends.
Where Canon and Rikku Go Separate Ways
Timeline
Rikku is coming to fandom three months after the ending of Final Fantasy X. All of the events of Final Fantasy X are considered canon. The sequel game, Final Fantasy X-2, doesn't start until two years after X's ending, so its events are not canon for fandom's Rikku, even though she was a main character in it.
Coming to Fandom
As machina is no longer forbidden, the Al Bhed are doing their best to educate everyone else on how exactly these machine-things work. Unfortunately, even their knowledge is limited, for obvious reasons.
So when Rikku hears about Fandom High (in a very hand-wavey manner), she jumps on the opportunity. She's always been up for an adventure, and maybe people there have engineers and mechanics who know how and why things work, and can teach her how to help Spira rebuild itself.

Rikku is currently living in room 308 with Hermione Granger and Hermione's pet cat, Crookshanks.
Relationships
Hamlet
Rikku's Fandom big brother. She's offered to help him take care of his uncle Claudius, and he listens to her relentless bouncing tl;dr. They're a fun mismatch.
Jude Lizowski
Ami Mizuno and John Connor started a computerized dating service for the Valentine's Day dance. The computer paired Rikku with Jude. The two made a spectacle of themselves, tangoing and breakdancing to slow songs, and stopped to steal a few kisses on the walk home. They're now dating.

Adventures
AU Weekend: Rikku turned into her Kingdom Hearts 2 form, a chibified 5-inch-high treasure-hunting fairy. She swiped pocket change and shiny objects from a handful of people. She returned most of it.
Time's Arrow: Rikku found out about the portal from Lucas Wolenczak, and was present when he and Katara got trapped on the other side. She tried to talk Sokka (Katara's brother) through his panic, remembering only too well her own fear when Yuna was kidnapped. For the rescue mission, Rikku handed out explosives, checked her Godhand out of storage, and kicked samurai fishman butt.
Lichenthropy?!: Hermione was bitten by a lichenthrope, and Rikku and others went into the woods armed with weed killer and holy water to take on the dastardly fiend before the lunar eclipse.
